Then go to Filter > Noise > Add Noise and set Amount to 25%, Gaussian and Monochromatic.
Now use Transform Tool(Ctrl/Cmd + T) and resterize it like in image below.
Go to Filter > Blur > Motion Blur and set Angle to -60 Distance to 40. Change Blend mode to Screen and create new Adjustment layer “Levels”
